Called the Burgos Program, after the Burgos consent decree that requires families in the DCFS system to receive services in their primary language, it ensures that DCFS funded agencies in Illinois are in compliance with the decree. Arden Shore provides bilingual services to help other DCFS funded Illinois agencies who are without bilingual staff to provide services to bilingual Latino children and their families who are in foster care or in a residential placement. We provide this service because we know that when communication is obstructed in any way because of language and cultural barriers, it inhibits the ability of an agency to provide services and the ability of families to understand what is expected of them.

Agencies in need of this program can refer clients to DCFS for program approval and DCFS assigns them to Arden Shore. Clients must be referred by DCFS. Services are free and the children continue to be part of the referring agency’s caseload while Arden Shore provides services. The program is also known as the Language Appropriate and Culturally Sensitivity Enhancement Program for Latino Children in Residential and/or Foster Care placement.
